Deira (デイラ Deira) the Kai of the Lower Realms (下界のカイKakai no Kai, lit. "Kai of the Lower World"), primarily known just as the Central Kai (Chūō-Shin, lit. Central Kai), was the overseer and ruler of the living world of Universe 7, most distinctly the Central Sector.
Appearance
Deira is fairly tall for her race, possessing almost tan-like skin with brownish-purple medium length hair. She possesses elongated ears, as most of her race does, and silver eyes which has been attributed to her being born of the Silver Glind Fruit.
Adorn in her Central Kai' attire she's suited in a Chinese inspired battle dress with the coat around her legs being able to detach for more ease of mobility. Beneath this dress she wears a black skin-tight uniform that attaches at the neck but has no sleeves. Upon her legs she wears very baggy brown pants which connect to her auburn and gold-fixed combat shoes, a style that carries over to her fingerless gloves.
A most curious aspect of her attire is it's mixture of both Supreme Kai and God of Destruction adornments. While she is neither she wears a pair of Potara Earrings on both ears while wearing a golden clip on her left ear, similar to a Destroyer God. It's believed that Deira won the pair of Potara off the Western Supreme Kai in a game of cards and the golden clip from Beerus in one of their many scuffles.
Biography

Origin
Deira was born from the rare Silver Glind Fruit, a phenomenon never before witnessed among the Glind Trees. Yet her birth marked tragedy: the tree that bore her began to wilt immediately after her emergence, and the blight soon spread to the remaining four Glind Trees, leading to their demise. Branded a bad omen by her kin, Deira was cast out, burdened with guilt and isolation.
Driven by a desperate hope to restore the fallen Glind Trees, Deira set her sights on the legendary Demon Realm Dragon Balls—artifacts said to grant any wish. Her journey led her across the Second Demon World, where she was repeatedly defeated by its guardian, the Tamagami. Each loss chipped away at her resolve, until a chance encounter with a nomadic Namekian—Neva in disguise—changed her fate.
Neva, moved by Deira’s unwavering intent, offered to train her—not in Ki, but in the ancient arts of sorcery. Under his guidance, Deira learned the fundamentals of magical barriers and sealing techniques, forging a path to power uniquely her own. After years of rigorous training, she returned to face the Second Tamagami and triumphed, earning her first Dragon Ball and the respect of her former adversary.
Her journey continued to the Third Demon World, where she swiftly defeated its Tamagami in combat. However, she failed the second trial due to a sleight-of-hand trick, prompting her to master the art of sensing magical energy. With this new skill, she passed the test on her second attempt and claimed the second Dragon Ball.
Upon reaching the First Demon Realm, Deira found herself a legend—her quest had become known across worlds. The final Tamagami unleashed its full power, bolstered by Neva’s magic, in a grueling battle. Just as victory seemed within reach, a mysterious figure betrayed the Tamagami, stealing all three Dragon Balls Deira had collected and demanding Neva grant their wish. But Neva refused, declaring Deira still the rightful challenger.
Though battered and exhausted, Deira stood firm. In the ensuing battle, she shattered her own limits, awakening her latent potential. Her newfound strength was enough to defeat the usurper and reclaim the Dragon Balls.
Yet her wish—to revive the Glind Trees—was denied. The Eternal Dragon revealed that their deaths were natural, beyond the scope of resurrection. Neva offered a new perspective: perhaps Deira was not a curse, but the trees’ final hope—a savior born to carry their legacy forward. This revelation transformed her self-perception, lifting the weight of guilt and replacing it with purpose.
Deira relinquished the Dragon Balls, returning them to the Tamagami guardians. Though her quest to restore the Glind Trees continues, she now walks her path not as an outcast, but as a beacon of hope—guided by wisdom, forged through adversity, and inspired by the belief that her existence holds meaning beyond sorrow.
Despite her fame and the revelation of the withering of the Glind Trees being of natural causes, many Glinds still blamed Deira. Because of this, she didn't want to leave the Demon Realm, choosing to stay in the Second Demon World to increase her power and abilities. This continued until the arrival of the Grand Kai. He had heard of a Glind who could overcome the powerful Tamagami and wanted to meet Deira to assess her power and character.
Finding her was easy, but communicating with her was difficult. When words failed, the challenge of battling a Kai intrigued her, as she hoped to prove herself against those who labeled her a bad omen. While Deira was skilled in sealing spells and magic, an unforeseen factor became clear: God Ki. The Grand Kai was more than a simple Glind; he was a player in the Divine Hierarchy and possessed a level of God Ki that allowed him to outpace her, even with her magical finesse.
After her loss, the Grand Kai revealed that he knew the truth about the Glind Trees and that he didn't harbor the same hatred or fear that others did. He was actually on a mission to find an apprentice to help with his duties in Universe Seven, and he wanted Deira to be that apprentice. Initially, Deira turned down the offer, but she eventually accepted after learning about the potential that God Ki offered Glinds, particularly the power of Creation. Thus, her training as the Grand Kai's apprentice began.

Many thousands of years passed as they both soon realized that they would need more, this began the introduction of the Northern, Eastern, Southern, and Western Kai. She would train them as if they were her children, though despite their best efforts, they never could keep up with her.
As many more centuries passed by she soon found a hobby in watching the mortals of the Lower Realms, this is where she was first introduced to the Saiyans. She found their lifestyle and way of living almost exactly like hers, living to fight. As she watched them she soon found her favorite Mortals engaged in a blood-filled civil war.
Though she knew that she couldn't intervene in the lives of mortals she could no longer restrain herself, as the last of the good-hearted Saiyans fought she found one rather determined Saiyan, this Saiyan had raised the rebellion and accomplished something she had never witnessed before, Super Saiyan. Yet despite this powerful warrior, he could not battle all the evil Saiyans. It was here that Deira committed a grave offense, she instilled her godly power into the young Saiyan, and this power would soon bring about the end of the Saiyan war.
Returning to Otherworld Deira would soon have to face the consequences of her action. The Grand Supreme Kai banned from engaging with the Saiyans in any way, dictating for nature to take its course. This however would become the catalyst of her demise as she went against the Law of this universe by exerting free will of her own and directly affecting the events within her universe. While a Pillar is the Master of Law, not even they can escape its effects and another expression of free will would result in something never witnessed before.
Though Deira's power was only temporary the Saiyan's body had somehow stored away this power, passing it on generation after generation, waiting to be unlocked given the right circumstances. Deira would uphold the Grand Supreme Kai for many more years, but this only lasted until a threat showed itself in the form of a magical being known as the Shadow Dragons. These dragons held the power to warp everything as they pleased but she wouldn't allow herself to intervene. As this occurs, back in the Northern Sector the Saiyans would've already broken away from Planet Sedalia on two separate occasions. These two Saiyan factions were known as the Primal and Superior Saiyans(this was before either of them would reach any kind of additional evolutions).
Soon enough these Saiyans would encounter the Shadow Dragon on the planet known as Eros. Despite each of these factions wielding thousands in their army, neither could face even a single dragon alone. Deira knew that soon enough the shadow dragons would slaughter them but she had to consider the fate of the Universe and as such made a call that would affect this universe forever. She placed an immensely powerful seal upon her sector of the universe that would ensure that the Shadow Dragons would never escape. This seal possesses an inner and outer ring, the inner ring would personally seal away the dragons while the second would seal away everything within her sector.
Personality

Resilience and Determination
Despite Deira's early defeat at the hands of the Tamagami Deira never stopped aiming to defeat them to accomplish her goals. While her resolve wasn't as strong in the beginning Neva was able to mend her broken spirit and allowed her to push further, eventually leading to her overcoming the power of the Tamagami in combat. This was her first instance of what would become a pillar of her personality, her determination and resilience to never give up despite the opposition. These traits would be further highlighted when she began her relentless training under Neva as her current skill were insufficient to overcome all three Tamagami's with her current strength. Even in the midst of battle she showed her resolve, pushing past her limits and awakening a portion of her latent potential.
Altruism and Compassion
Another key trait of Deira's is her compassion spearheaded by her desire to restore the Glind Trees, putting the restoration of her race above her own personal safety. Another example would be when she relinquished the Dragon Balls once she learned that they were unable to grant her wish, deciding not to use the power of the dragon for personal gain. Even later in life she never lost her altruism, treating the four Cardinal Kai's as her own children, even disciplining them as such, and like all parents she had a favorite, even if she never admitted to it. Another showing of her compassion presented itself when she gifted the Saiyan Yamoshi a portion of her divinity, allowing him to turned the tides of war. Much later she even went so far as to cast a seal over her own realm to protect the universe from the first Shadow Dragons.
Independence and Defiance
After learning of the way the Elders viewed her Deira refused to accept that all she was was a bad-omen, challenging the conventions of her race and choosing to fight the Tamagami in order to prove she was more then the black sheep of the Glinds. Her defiance didn't end there as later on she even disobeyed Divine Law by empowering a Saiyan with divine energy, acting on her own moral compass rather than the strict lines of the divine hierarchy. The most extreme example of her defiance was her unilateral decision of sealing away the Shadow Dragons—to protect the universe, even at personal cost and against the direct orders of the Grand Supreme Kai himself.
Curiosity and Thirst for Power
Even after learning the power of Magic Deira wasn't satisfied, going on to pursue the practice of God Ki and even the power of Creation in pursuit of her goals. She embraced the study of God Ki and Creation, putting to great use the offer the Grand Kai gave to her. Despite her already formidable power showcased in her battle against the Tamagami she would continue to push past her limits gaining power to battle the likes of Majin Buu, Moro, and even the God of Destruction Beerus, the ladder of which she got into many scuffles with over the years.

Abilities
Techniques

- Flight – The ability to fly with the use of ki.
- Ki Blast – The most basic form of energy wave.
- Godly ki - Being the Central Kai, Deira both possesses and can sense God Ki.
- Telepathy – It is a way to communicate with others using one's mind. Users can also read the minds of the ones they communicate with, similar to telepathic eavesdropping.
- Telekinesis – A technique that allows the user to manipulate objects and other people with the power of one's mind.
- Kiai – The user affects the air currents around him with ki to produce powerful shock waves in order to strike the opponent
- Kai Kai – A technique that allows its user to instantly teleport to another planet, place or person. Unlike Instant Transmission, the user does not actually need to focus on a specific energy signature to use as a target. This means that the user can transport anywhere within and even outside the universe.
- Healing - As a Kai, Deira possesses the ability to rejuvenate anyone and restore them to full health instantly, even if they are on the brink of death.
- Longevity — Deira possess an extreme longevity being born during the same era as the Elder Kai.
- Telepathy – An ability which allows her to speak with her targets mentally. However, she isn't the most advanced user of this and even lower ranked deities like North Kai is far more advanced in this regard.
- Far-Seeing Arts – A technique which allows a god to see everything that happen in the lower realms.
- Energy of Destruction - The Power of Destruction manifested as energy. (Primarily seen in Gods of Destruction)
- Hakai - Despite not being a God of Destruction, Deira possess the ability of destruction, however, not to the degree of a true God of Destruction. Using the basic version of this ability by extending one of her hands towards a target she can cause the target to disintegrate into dust.
- Energy of Creation - The Power of Creation manifested as energy. (Primarily seen in Supreme Kai')
- Planetary and Celestial Manifestation - The ability to create planets, moons, stars and other such celestial beings through the usage of Creation Energy. This is an ability mainly seen only in Supreme Kai's and is known to eventually give rise to living beings such as mortals with the passage of time.
- Advanced Planetary and Celestial Manifestation - An advanced version of the technique that further instills one's divine nature into the planets manifestation. The planets and stars born from this technique have the durability comparable to that of the Sacred World of the Kai's. However, because of this they seem to be more symbiotic with the life they produce, if the planets were to lose a massive portion of the beings born there then the planet will suffer. (These planets also seem to possess small amounts of divinity themselves and react favorably to coming into contact with those of divinity such as Gods.)
- Sōzō - A technique invented by Deira in order to counteract the effects of Hakai. It's an energy shield that encases the users body in a protective layer of Creation and is activated automatically when coming into contact with Destruction Energy.
- Planetary and Celestial Manifestation - The ability to create planets, moons, stars and other such celestial beings through the usage of Creation Energy. This is an ability mainly seen only in Supreme Kai's and is known to eventually give rise to living beings such as mortals with the passage of time.
- Magic Manipulation - The ability to conjure, manipulate, and sense magic.
- Magic Materialization – A magical ability used to create physical matter out of thin air and is seen as a lesser form of Creation Energy.
- Sealing Spell – Deira is an extremely skilled specialist in sealing magic. Her proficiency being so renowned that she even gave Beerus a few pointers on how to better use his Sealing Spell. Something that Beerus later used on Elder Kai.
- Seal of the Central Kai - A hype-massive seal used in the confrontation against the Seven Dragon Lords. This is a dual seal made up of two alternate seals, the Seal of the Eternal Dragon and the Seal of the Sector.
- Seal of the Eternal Dragon - A seal that suppresses the usage of magic used by Celestial Dragons and bounds any of that nature to the Sacred Planet of the Central Kai. As this is a seal specifically made to target the Seven Dragon Lords it doesn't affect mortals or souls from entering and exiting its boundary. However, its been shown that if a soul is dragonified to a certain degree then they're no longer able to exist this space either.
- Seal of the Sector - This seals off the entirety of the Central Sector from the rest of the universe, even Otherworld. While some forms of energy such as highly advanced radios are able to pass through it the only known being to enter into this Seal is Ruttsu Karera.
- Seal of the Central Kai - A hype-massive seal used in the confrontation against the Seven Dragon Lords. This is a dual seal made up of two alternate seals, the Seal of the Eternal Dragon and the Seal of the Sector.
- Ultra Ego (Sōzō no Goku'i) - Deira possess the ability to utilize a variant of Ultra Ego. Contrary to Beerus, who activates this power by keeping his mind solely on destruction, Deira is able to activate her own version of this technique through keeping her mind on Creation. The more she creates the greater her power grows.
